On Monday, March 20, 2023, the Clearwater City Council budget workshop drove into a bizarre road when Mayor Frank Hibbard suddenly announced his resignation during a discussion of about 30 capital projects, including development plans for a new City Hall and municipal services complex.

He called a short recess less than an hour into the meeting.

He has long opposed the City Hall project, which has seen its dollar tag grow from 30 million dollars to 90 million dollars.

Frank shared his concerns over how to pay for the projects when he immediately announced, “This is probably one of the toughest things I’ve ever done in my entire life, but I know it’s right because I’m not a quitter. But I’m not the right leader for this council anymore, and I’m concerned where the city is going because this is simple math and we’re not doing very well on the test.”

Frank has expressed that he believes he is not the right person for the position and is a busy individual who has always been willing to make sacrifices for public service.

He has expressed his love for Clearwater and is proud of the progress that has been made, particularly with the renovation of Coachman Park and the addition of the Sound music amphitheater.

He further said, “I think (Jennifer) Poirrier is going to do a great job as city manager (Poirrier served as interim manager from early January until she was named manager in March), but in good conscience for my family, for my own health, and other things. I can’t remain the mayor… I know this is shocking, but I just, I’m the wrong guy right now.”

Council member Hamilton Hibbard shocked his colleagues during a council meeting by announcing his resignation.

He placed papers in his briefcase while speaking, and Vice Mayor Kathleen Beckman sat beside him, gasping in surprise.

Hibbard shared that he had called his wife during a break to tell her about his decision.

He realized he was not the right person to stay in this position. He wished his colleagues good luck, picked up his things, and left the council chambers, leaving the room stunned.

After a 15-minute recess, Beckman spoke about her surprise and sadness regarding Hibbard’s resignation.
